Job Description

Join Queensland’s Public Sector and take advantage of the many benefits of being an employee of the Queensland Public Service and contribute to a safer Queensland as a Safety Advisor with the Major Hazard Facilities team.  This role sits within the Major Hazard Facilities (MHF) unit within the Specialised Health & Safety Services (SHSS) directorate of the Office of Industrial Relations - a dedicated, supportive and passionate team of multidisciplinary professionals and technical experts dedicated to making Queensland a safer place.

 

The primary purpose of the MHF unit is to reduce the risk of harm to workers and the public associated with the processing, handling and storage of bulk hazardous chemicals at facilities regulated under Chapter 9 of the Work Health and Safety Regulation 2011, across sectors including oil, gas and petroleum, chemical and explosive manufacturing, hydrogen and renewable energy.

Reporting to the Chief Safety Advisor, you will be in a technical assessor position supporting chemical safety outcomes at major hazard facilities across Queensland. Key responsibilities include:

  • Assessing major hazard facility license applications and preparing licensing recommendations and conditions for the regulator’s decision making on applications.
  • Providing specialist advice and services to industry and operators of MHFs on hazard identification, safety assessments, safety management system implementation, emergency plans and safety cases in fulfilment of their obligations under Chapter 9 of the Work Health and Safety Regulation 2011. 
  • Leading, coordinating and participating in whole-of-government teams that plan, prepare, and conduct safety audits of major hazard facilities and occasionally other complex facilities holding hazardous chemicals.
  • Providing technical information, expert advice and interpretation on hazardous chemicals storage and handling, especially on the application of sound engineering principles, relevant Australian Standards and industry best practice approaches to reduce the risk so far as reasonably practicable (SFARP).
  • Participate in investigations and provide advice for the assessment of major incidents, near misses and complaints. 
  • Participate in providing specialist advice to local authorities and State Government agencies on the siting of Hazardous Chemical Facilities and appropriate land use surrounding Hazardous Chemical Facilities.
  • Assist in the development and implementation of programs for the regulation of major hazard facilities under the Work Health and Safety Act and Regulation 2011.
  • Participate in the development and delivery of guidance material and training programs on the regulatory, administrative, and technical requirements of hazardous chemicals storage and handling.
